The BID Initiative’s strategy is based on the premise that better data, plus
better decisions, will lead to better health outcomes. Its vision is to
empower countries to enhance immunization and overall health service delivery
through improved data collection, quality, and use. The BID Initiative will
shine a light on the challenges surrounding data collection, quality, and use,
and identify practical, country-owned, country-led solutions in immunization
that could spread to other health interventions. The Initiative will partner
with countries and global health stakeholders to develop and deploy a holistic
and scalable approach that focuses on information system products, data
management policies, and the practices of people that use them in order to
enable evidence-based decision making. These components will be packaged into
a replicable solution that can be easily and cost-effectively adapted by
additional countries interested in using it to improve their immunization
management. If successful, a true tipping point will occur—one in which
countries can access, analyze, and act upon accurate immunization
data—anytime, anywhere, resulting in improved immunization outcomes.

PATH is currently recruiting a Monitoring and Evaluation Officer*> to be
based in Lusaka. The duration of this employment will be 12 months

Specific duties and responsibilities

> The M&E Officer will Implement the EPI OPT M&E plans in coordination with all partners and other M&E staff that includes everything from monitoring project level performance to results interpretation and reporting.
> Contribute to the development and implementation of a strategy for synthesizing and disseminating key results, programmatic lessons learned, methodologies developed, and other research outputs of the program.
> capacity building for project staff as necessary to support strengthening of their overall M&E capacity.
> Implement quality standards for collecting, handling, storing, and managing data.
> Maintaining data integrity, confidentiality, and security of all data collected from the field.
> Contribute to the project team’s reflection on current M&E best practices and documentation of challenges and lessons learned.
> Revise existing M&E plan as necessary based on shifting information needs or feedback from the field. Revise Work hand in hand with the M&E directorate of Ministry of Health to track project milestones (includes being part of the Technical Working Group at the Ministry.
> Develop or adapt data collection tools to track and follow-up on project indicators and results. Pre-test data collection tools as needed and identify improvements.
> Contribute to selecting targeted facilities within Zambia for a baseline assessment and ongoing monitoring using an identified sampling methodology.
> Train and supervise data collectors.
> Provide ongoing targets for each project indicator, as necessary.
> Perform any other duties as assigned.

Required Experience

> Bachelor’s degree in demography, epidemiology, statistics, social sciences, or related field.
> At least 5 years of work experience in an NGO or international agency in monitoring and evaluation of development projects, preferably in the health area.
> Experience in overseeing data collection, data processing and analysis.
> Practical experience in quantitative and qualitative research methods.
> Experience sharing results with relevant stakeholders, including training.
> Strong conceptual and analytical skills.
> Excellent oral and written communication in English.
> Familiarity with M&E concepts, terminology, and best practices.
> Proficiency in Microsoft Office, including Excel, PowerPoint, Outlook, and Word.
> Familiarity with qualitative research packages and quantitative statistical software packages (such as SPSS, EPI-INFO, STATA, SAS or similar).
> Understanding of basic concepts in analyzing and interpreting qualitative and quantitative data. Ability to translate analytical results into program recommendations.
> Must have legal authorization to work in Zambia.
