Terms of Reference (ToR) for the Simplification of the 2015 Resettlement
Policy

1.0 Introduction

Zambia Land Alliance (ZLA) is a network of Non- Governmental Organisations
advocating for land policies, laws and administrative systems that take into
consideration the interests of rural and urban poor communities. ZLA’s vision
is to see a Zambia in which the rural, peri-urban and urban poor and
vulnerable communities have secured access, ownership and control over land
for sustainable development. The Alliance is made up of seven (07) national
Civil Society Organizations (CSOs), eight (08) district branches and eight
(08) project offices.

ZLA is currently implementing a project on gendered tool titled,
“Implementation of a guide to Gender sensitive Community Engagement in Large
Scale land-based Investment in Zambia” in Nyimba and Masaiti districts. The
project focuses on meaningful community engagement in Large Scale Land Based
Investments (LSLBIs), and therefore, it is cardinal that community members are
aware of the provisions of the National Resettlement Policy of 2015. This
critical for community members to know their rights and be able to adhere with
the provisions of the policy. However, the 2015 National Resettlement policy
is bulky and uses terminology that community members may not comprehend. ZLA
is therefore seeking a service provider who can simplify the 2015 Resettlement
Policy.

2.0 Objective of the Consultancy

To simplify and summarize the 2015 Resettlement Policy (from 47 pages to 20
pages maximum) for easy understanding

3.0 Scope of Work

The language simplification should not compromise the provisions of the policy
in any way, such as leaving out important provisions, creating ambiguities and
distorting meanings. The main output will be

i. A simplified version of the 2015 Resettlement Policy which is easy to read,
but which maintains the original meaning, principles.
ii. Reduce number of pages from 47 to 20 pages maximum.
iii. Present the simplified version to ZLA
