Position *> Programme Manager – Sida (Driving sustainable change for
Children) 1 Position
Duty Station*> Zambia Country Office
Role Purpose
The Programme Manager Sida will be responsible for driving Sustainable Change
for Children Programme ensuring the implementation of the Sida funded program
aimed at promoting and driving sustainable change for children in Zambia.
(S)he acts as focal point for the Zambia country program, providing guidance
to a multi thematic program anchored on the SC Child Right Governance goals
and Save the Children’s guidelines, vision and mission. (S)he represents Save
the Children with relevant child sector government structures and other
partners in Country.
The incumbent will be reporting to Deputy Country Director – Programs
KEY AREAS OF ACCOUNTABILITY
Program Management
> Ensure all program activities are implemented timely in line with detailed implementation plan and red flags identified are timely escalated and resolved
> As budget holder of the of Sida- Driving Sustainable Change for Children Programme program, develop and manage the program budget in line with SCI and donor policies and procedures.
> Contribute to new business development to finance the program
> Lead and coordinate the reporting to the donors.
> Review and systematic follow-up to partner reports (Financial and Narrative);
> Contribute to the long-term strategic planning of the program
Partner Management
> Support partners to design and implement their detailed implementation plan for the program in line with donor requirement and SCI guidelines
> As required identification of national partners and/or identification of potential partners;
> Support and work with the awards and partnership team to conduct systematic review and verification of partner capabilities
> With support from the Technical thematic leads, the Awards and Partnership team, Finance and other support functions lead in the development and design of capacity building plans for each partner
> Lead in the implementation and monitoring of the capacity building plans and work closely with the partners on the implementation of the capacity building plans
> Compile and develop partner report in line with member / donor reporting guidelines
> Provide regular feedback on stipulated outcomes and processes to ensure achievement of objectives;
Coordination
> Actively participate and contribute to Child Centered Social Accountability, Public Investment in Children and Child Rights Reporting coordination meetings to ensure a child rights focus.
> Support existing CSO, private sectors and other stakeholders child rights networks to support and drive change for sustainable development in Zambia.
> Develop and maintain external network of contacts, support and co-ordinate with other themes; Education, Health and Nutrition, Child Protection and Child Poverty to ensure maximum impact;
Internal Coordination
> Working closely with all SC program staff to ensure that child safeguarding, child rights programming, and participation are integrated into all aspects of SC programming, including the components of non-discrimination and climate change
> Contributing to program design on issues of sexual and gender-based violence.
Reporting and Monitoring and Evaluation
> In liaison with MEAL, contribute to the development of an effective system of monitoring and evaluation for the programme
> Monitor activity against plan and budget highlighting any significant deviation from plan and recommendations to the Deputy Country Director
> Prepare the monthly, quarterly and annual reports as required.
The post holder may be required to carry out additional duties within
reasonableness of their level of skills and experience.
QUALIFICATION AND EXPERIENCE
> Minimum University degree in Social Science or relevant area
> At least 5 years of relevant working experience; preferably Child Rights Governance, Child Protection, Social Development; civil society strengthening, or any other relevant development work;
> Knowledge of human rights, preferably of children’s rights;
> Demonstrated ability to apply advocacy skills within national setting;
> Advanced program management skills to design and deliver programs with partners and/or through direct assistance;
> Understanding of and experience in working with civil society organizations;
> Fluency in written and spoken English with good analytical, report and proposal writing skills;
> Strong communication, interpersonal and representational skills;
> Ability to work collaboratively as part of a team as well as independently as required;
> Knowledge of Word, Microsoft Excel and PowerPoint;
Child Safeguarding*>
Level 3*> – the responsibilities of the post may require the post holder to
have regular contact with or access to children or young people.
