Eastern Water and Sanitation Company Limited (EWSC) is a Commercial Water
Utility Company mandated to provide water and sanitation services to residents
in all the districts of Eastern Province including Chama district in Muchinga
Province. EWSC seek to recruit an innovative, self-motivated, dynamic,
enthusiastic and suitably qualified individuals to fill the vacant position as
published below to be based at Head Office in Chipata City reporting to the
Managing Director.

Position Procurement and Supplies Officer (Head of Procurement)

Purpose of the job

The Head Procurement and Supplies Unit will manage the supply chain function
by procuring goods and services for EWSC in order to support smooth and
efficient operations and service delivery in compliance with all relevant laws
and guidelines.

Specific duties and Responsibilities

> Prepares the annual procurement plan and budget and monitors all procurement expenditure against budget.
> Liaises with user department in verifying specifications and sources of supply to ensure timely and compliant procurements.
> Ensures that purchase orders are raised and to selected suppliers and makes follow ups with suppliers to collect goods or ensure timely delivery of the same.
> Ensures that an up-to-date list of suppliers and contractors is maintained in conformity with company procedures and guidelines.
> Looks for new sources of supply and negotiations with suppliers with better terms on prices, credit terms and discounts to ensure cost saving.
> Prepares bidding documents for formal tenders and manages tender closing and opening.
> Coordinates tender evaluations, prepares evaluation reports recommending preferred bidders and coordinates contract awards to ensure competitive tendering and adherence to ZPPA Act and Procedures.
> Prepares contracts for awarded suppliers, contractors and consultants, obtains necessary approvals and manages approved contracts.
> Ensures that all contract management documents are properly kept and archived as required.
> Prepares and submits ad hoc and periodic procurement and supplies reports for Board Management and ZPPA.
> Develops prompt strategic in support of company strategic objectives and goods
> Oversees contracts management

Qualifications

> Full Grade 12 School Certificate with 5 ‘O’ levels including English & Mathematics
> Degree in Purchasing and Supply, Graduate Advanced Diploma in Purchasing and Supply or the equivalent.
> Member of Zambia Institute of Purchasing and Supply at (MZIPS) level
> At least Five (5) years of hands-on work experience preferably in a public institution.
