Advert Baseline Study Consultancy-Funded by COMIC RELIEF

SOS Children’s Villages Zambia and Regional Psychosocial Support Initiative
(REPSSI) are collaborating to implement a four (4) years project funded by
Comic Relief entitled “Restoring Children and Young People’s Lost Aspiration,
Integrity and Metal Well-being (ReCLAIM).” The project is seeking to address
mental health problems among children and young people in the four (4)
selected districts of Zambia- Chipata and Katete in Eastern Province,
Kazungula and Livingstone in Southern Province. Therefore, SOS is looking for
a consultant(s) (or a consultancy firm) to undertake the baseline study.

Baseline Summary

Project name

Restoring Children and Young People’s Lost Aspiration, Integrity and Mental
Well-being (ReCLAIM).

Target location

Eastern Province-Chipata and Katete districts, Southern Province-Kazungula and
Livingstone districts.

Overall Project Goal

Improved mental health and psychosocial well-being of children and young
people aged 5-24.

Project specific Goal

To build resilience of 72,000 children and young people aged 5-24 children and
young people aged 5-24 with or at risk of developing mental health problems.

Project outcomes

> Increased capacity of community structures to respond to and support children with or at risk of developing mental health problems.
Increased resilience for children and young people at risk of developing
mental health problems.

> Increased access to appropriate mental health support services.
> Improved policy environment on mental health for children and young people.

Direct beneficiary

72, 000 children and young people aged 5-24 years.

Target groups

Parents, teachers, traditional leaders, religious leaders, Users Network of
Zambia, Civic
Leaders and Policymakers, and service providers.

Key partners

Ministry of Health, Ministry of General Education, Ministry of Youth, Sport
and Child Development, Ministry of Local Government (Councils).

Project lifespan

4 years April 2020- April 2024

Baseline purpose

The purpose of the baseline study is to determine quantitatively and
qualitatively the current situation in relation to the indicators of the
projects

Baseline Objective

The objective is to assess the following

> Local structures abilities to effectively respond to and support children with or at risk of developing mental health problems within their communities;
> Children and young people knowledge and skill on prevention and projection from mental health problems including coping strategies;
> Access to appropriate mental health support services by children and young people;
> Supportive policy and legislative environment for mental health of children and young people;
> Parenting skills, practice and attitude to care for the children and young people with mental health problems;
> Supportive relationships from community to children and young people with mental health problems and their families;
> Common forms of mental health problems in their schools and communities including risk and projective factors;
> Available local resources to support children and young people mental health problems
> Children and young people and their communities’ opportunities to participate in decision making processes.

Primary methods

Quantitative for children, young people and parents.

> Qualitative for key children, young people, parents and key partners.
> Document and secondary data review especially for policy and legislative.

Baseline start and end dates

1st July-29th August 2020

Anticipated Baseline report release date

14st September 2020.

Requirements

SOS is looking for a consultant (or a consultancy firm) with the following
requirements

> Masters in the relevant field (public health, psychology or development studies);
> Experience with Mental Health programs/projects;
> Proven experience in designing and conducting quantitative and qualitative research, and specifically conducting baseline studies;
> Experience in quantitative and qualitative data analysis software (SPSS, STATA, ATLAS, ANIVIVO etc);
> Excellent knowledge of local languages of Eastern and Southern provinces of Zambia (as questionnaires will need to be translated in local languages), and excellent writing skills in English;
> Excellent report writing skills;
> Knowledge and approaches of child safeguarding issues, including conducting baseline studies with children and youth;
> Willingness to address issues of Child Safeguarding in the training of enumerators and be willing to sign SOS-Zambia Child Safeguarding Code of Conduct; and
> Availability throughout the period of the baseline study.
