Project HOPE is currently seeking a Social Protection and GBV Services
Coordinator to support the USAID/Zambia funded Cooperative Agreement for
Service Delivery for Vulnerable Children and Adolescents (SDVCA) in Lusaka,
Eastern, and Western Zambia. The project will be implemented in partnership
with Center for infectious Disease Research Zambia (CIDRZ) and will accelerate
and sustain HIV epidemic control in Zambia through the delivery of high-impact
HIV prevention, care and support services to Vulnerable Children and
Adolescents (VCA) and their families. Project HOPE is a consortium sub-partner
for CIDRZ, the prime implementer of the 5 years USAID funded project.
DUTIES AND RESPONSIBILITIES
Reports to Community Services and Linkage Manager The Social Protection and
GBV Services Coordinator will be responsible for coordinating and technically
leading in the strategic planning and design of gender programming
particularly gender-based violence (GBV) prevention and response component of
the SDVCA project as per PEPFAR/USAID and national guidance. The Social
Protection and GBV Services Coordinator will also provide technical oversight
to SDVCA consortium members on gender related issues including GBV. The Social
Protection and GBV Services Coordinator will (a) ensure delivery of results
and quality of care for the GBV component of the SDVCA program (b) create
efficiency (c) serve as a resource person on GBV related technical area and
(d) support HR and financial management as required.
SPECIFIC RESPONSIBILITIES
> Maintaining knowledge of current literature, research, policies and programmatic experiences both domestically and internationally in order to recommend appropriate approaches and best practices for gender programs to SDVCA
> Coordinate, implement and evaluate the GBV component of the SDVCA project
> Lead the successful rollout and implementation of GBV services as per current PEPFAR/USAID and national guidance
> Lead the successful integration and implementation of clinical and non-clinical GBV services within the SDVCA project
> Ensure availability of clear strategies to screen OVC for GBV; assess their needs and provide the minimum package of GBV services as per identified needs and in line with the PEPFAR guidance; follow up regularly and monitor progress;
> Ensure coordinated services and referral systems are in place to ensure all OVC exposed to GBV receive the minimum package of clinical as well as social services on time;
> Ensure the SDVCA project is well positioned to support evidence-based GBV prevention such as IMPower;
> Establish formal cross-referral mechanisms with line ministries to identify OVC exposed to GBV (Preferably within 72 hours of exposure) and provide appropriate services;
> Work closely with the Senior Project Team to address issue of Violence, Abuse, Exploitation, and Neglect (VAEN) including GBV
> Work closely with the ES and PPP advisor to economically empower OVC exposed to GBV
> Collaborate and network with government departments and relevant stakeholders on gender related issues including GBV related issues to ensure that the latest national and international guidance and policies are adhered to during planning, implementation and monitoring of gender related services including GBV;
> Provide on-going management, supportive supervision and mentorship to regional and district level staff as well as consortium members;
> Organise and facilitate capacity building of Project HOPE, SDVCA project staff and stakeholders on gender related issues including GBV;
> Develop period reports on the GBV component of the SDVCA project according to the donor requirements and Project HOPE internal policy;
> Track progress against the activity plans with a focus on GEND_GBV indicator, including suggesting appropriate corrective action if the targets are not met;
> Assist in developing M&E tools related to GBV services;
> Produce and ensure timely submission of monthly programme activity and progress reports to SDVCA management team;
> Lead thee development of detailed annual/quarterly work-plan for the GBV component of the SDVCA project;
> Assist the Government and responsible Ministry in the roll out and implementation of gender related policies and guidelines including GBV;
> Serve as a national level technical focal person for the region/district assigned by the SDVCA management team
M &E, Financial and HR Management *> :
> Support the management team on administrative and financial programme aspects;
> Support the management team to ensure that all programme administration and financial management in-country is in line with HOPE Headquarter procedures and regulations, as well as regulations and requirements stipulated by the respective donor agencies;
> Support regular budget monitoring of the GBV component of the SDVCA project;
> Support Data Verification and Data Quality Management and Auditing on the GBV component of SDVCA;
> Oversee and ensure production of quarterly and annual quantitative and narrative programme reports, including relevant information such as description of activities conducted and planned, lessons learned, problems encountered and opportunities, programme statistics and work plans on the GBV component of the SDVCA program;
> Support monitoring and evaluation of GBV interventions, including the development of monitoring and evaluation tools, the performance of quantitative and qualitative programme assessments and evaluations. This should be performed in consultation with other team members; and
> Identify and discuss any consultancy needs, participate in development of TORs, supervision of work and fulfilment of requirements outlined in consultancy TORs and contracts.
Representation & Communication:
> Participate in and represent Project HOPE Zambia at relevant National platforms;
> Develop and maintain partnerships and linkages with sub-recipient organisations, and Government Ministries, including health facilities and community-based organisations;
> Create awareness and promote Project HOPE operations in the country
Qualifications and Experience*> :
> At least a bachelor’s degree in public health, women’s/gender studies, international development, sociology, anthropology, international affairs or a related social science field with 5 – 10 years relevant experience required;
> Master’s degree or higher in public health, women’s/gender studies, international development, sociology, anthropology, international affairs or a related social science field preferred;
> Extensive knowledge of child protection services in the context of Zambia required;
> Extensive knowledge of gender issues including GBV required;
> Strong understanding of characteristics, issues, and drivers of vulnerability for OVC
> Experience with HIV prevention programming designed for Adolescents;
> Strong M&E experience and using evidence to inform programme direction and design;
> Experience in working with donor funded projects and requirements;
> Zambian nationality is highly desirable;
> Knowledge of at least one local language is an advantage; and
> Hold a valid Driving license.
