INVITATION FOR SUBMISSION OF SEALED BIDS FOR CONSULTANCY SERVICES TO DEVELOP
NATIONAL GUIDELINES ON REFERAL MECHANISMS FOR CHILDREN ON THE MOVE (COM),
UNCOMPANIED AND SEPARATED CHILDREN (UASC)

been implementing programs across Child Rights Governance (CRG), Health and
Nutrition, Child Protection, Education, Child Poverty and Humanitarian
thematic areas since 1983.
As part of this ambition, Save the Children in partnership with Lifeline Child
Line Zambia, has been implementing the Children On the Move (COM) Project
whose aim is to ensure that migrant children (internal and external) or un
accompanied and separated Children(UASC) and those at risk of unsafe migration
are protected from violence, abuse and exploitation by providing quality care
and protection.
Zambia has been the country of origin and transit for children on the move. In
recent times, it has been observed that Zambia is slowly becoming more of a
destination for migrant children as compared to being a transit country.
Migrant children, especially unaccompanied or separated migrant children, are
at heightened risk of violence, exploitation and abuse, as well as of being
trafficked.
It is therefore important that all stakeholders draw on their in-depth
contextual expertise to implement innovative solutions that address push
factors and strengthen child protection systems and procedures to address the
needs of COM/UASC. A strong case management and referral process forms part of
the immediate, medium and long-term needs and clearly identify the roles and
responsibilities of various service providers.
While the government of the Republic of Zambia has developed the Best Interest
Determination (BID) guidelines for vulnerable migrant children and National
Referral Mechanisms, they do not adequately address specific processes for
multi stakeholders on managing these cases with or without need for BID to be
conducted. Therefore, the consultancy terms of reference are intended to
support the development of guidelines and a referral mechanism to specifically
address the protection needs of COM/UASC.
Overall Objective
Develop guidelines and referral mechanisms that provide clear procedural steps
for stakeholders to take part in the process of determining durable solutions
for the needs of vulnerable migrant children.
Specific Objectives
i. Develop specific processes for stakeholders on managing cases of COM/UASC
ii. Develop referral pathway/flowchart for COM/UASC cases
Scope of the assignment
The consultant is expected to
> Conduct a desk review of relevant laws, current referral mechanisms, policies, guidelines and best practices to inform the drafting of specific guidelines and referral mechanism for the COM/UASC.
> Hold consultative meetings with key stakeholders to collect feedback on specific elements to be included and addressed in the guidelines and referral mechanism.
> Develop and pilot the draft Guidelines for COM/UASC.
> Develop the referral mechanism for COM/UASC.
> Facilitate stakeholder’s validation meetings on developed guidelines and referral mechanism.
> Update the Guidelines and the referral mechanism based on recommendations from the stakeholder validation meetings.
> Present the final guidelines and referral mechanism to Save the Children and the Inter-Ministerial Committee on Human Trafficking.
Key deliverables
i. Produce a technical proposal and budget that demonstrates understanding of
the task at hand, including methodology and relevant justification of
suitability to undertake this assignment.
ii. Develop clear guidelines and a referral mechanism to be submitted subject
to a consultative process with stakeholders.
iii. Produce and submit the process report for the development of the
guidelines and the referral mechanism.
Ethics and Child safeguarding
The consultant will have to adhere to the Save the Children child safeguarding
protocols and relevant ethical guidelines which will have to be demonstrated
in the inception report and throughout the assignment.
Proposed Time Frame
The time-frame for the assignment execution will be agreed upon.
Qualified applicants who are interested in applying for the above must meet
the following requirements
> Interested and qualified consultants/firms are required to submit a proposal interpreting the Terms of Reference elaborating the proposed methodology. Detailed work plan and budget indicating both the professional rates and costs for logistics/operations in Zambian Kwacha.
> Detailed CV for the lead Consultant including summarized CVs of technical personnel.
> The applicants must also provide a list of previous/current similar assignments or engagements completed, work references and provide links of sample works successfully produced in the last three to four years.
In addition, applicants should provide requirements as listed below –
MANDATORY REQUIREMENTS
> That they are not on any Save the Children prohibited parties list or blacklisted by the government.
> Copy of the National Registration Card or copy of the passport
> Copy of Tax Clearance Certificate (TPIN)
> Certificate of incorporation for companies
REQUIRED EXPERTISE & EXPERIENCE
> Expertise in child rights and child protection.
> Experience in developing guidelines, protocols, and other child protection tools.
> A Master’s Degree in International Law, Social Sciences or other relevant field.
> A minimum of 6 years of professional experience in human rights and child protection work.
> Excellent analytical and writing skills.
> Ability to deliver within the set time.
> Provide proof of successfully completed consultancy assignments of similar scope.

February 2021 at midnight GMT. Expressions of Interests submitted after the
