1\. Background

Water stewardship remains one of the most important elements of sustainable
management of any destination. WWF has a global initiative to tackle this
through valuing rivers holistically. This framework involves measuring,
understanding tradeoffs, valuing and improved governance being applied to
water resources management. For WWF Zambia, the Kafue Basin is one of the most
valuable basins in terms of economic, social, cultural and ecological
benefits. 50% of the Zambian population live within the greater Kafue Basin
and their livelihoods are directly or indirectly linked to this river. For
these reasons, one of our focal landscape interventions has been in the Lower
Kafue Sub-Basin, which hosts a Ramsar wetland and is considered the blue heart
of Zambia’s economy.

World Wide Fund for Nature (WWF Zambia) is currently implementing a project
entitled “Driving Water Stewardship Awareness Actions through the Basin
Health Report Card”, which is part of a global initiative funded by Hilton
Hotels Global. The focus of the project is on the landscape approach, through
engagement with different stakeholders such as government, academia, civil
society, District offices, local government, Traditional leadership and their
communities’ members and the private sector. The private sector is one of the
biggest drivers of ecosystem degradation while also playing an important role
in being part of the solution. At WWF, we believe that engaging the private
sector in water stewardship helps them to be part of the solution. Water
Stewardship encourages engagement of businesses in water related issues beyond
their fence line, beginning with internal action that improves water use,
improving awareness of water related risks and opportunities as well as
collective action and engagement in responsible governance of river basins.

In order to engage private sector better, a multi-stakeholder platform called
the Kafue Flats Joint Action Group (KFJAG) is the main vehicle of interaction
and water stewardship interventions within the sub-basin. The KFJAG is made up
of Zambian Breweries (AB in Bev subsidiary), Zambia Sugar (Illovo, AB Foods
Subsidiary), Zambeef PLC, Lusaka Water and Sewerage Company, Zambia
Electricity and Supply Company (ZESCO), and the Water Resources Management
Authority (WARMA) sits on as an observer and overseer of the mandate.

In terms of governance, the Lower Kafue sub-basin was prioritized by the Water
Resources Management Authority (WARMA), for the creation of a Catchment
Management Plan and water allocation system. This government intervention
creates risks and opportunities for private sector players, and their
continued engagement is critical. The governance structure also offers an
opportunity for community engagement in water resources management through
water users’ associations. Additionally, WWF Zambia has created a monitoring
and evaluation tool to complement the government’s efforts to manage the
catchment of the Lower Kafue Basin. This tool is the Basin Health Report Card.
The Basin Health Report Card is a tense

Science based, stakeholder inclusive document that reports on the health of a
river system on six main categories water quality and quantity; economic
benefits; social and cultural importance; ecology; management and governance;
and human health and nutrition. A basin health report card was completed for
the Lower Kafue and it has become an important tool to guide decision-making,
empower communities and improve responsible stewardship of water resources.

The intervention aims to improve the understanding of the Basin Health Report
Card by all basin stakeholders through awareness raising. This intervention
will help meet national priorities in the Lower Kafue Basin management,
especially pertaining to the protection of water sources, enhancing
connectivity of freshwater habitats, proper governance of water resource by
local offices and community members and priorities in national climate change
policy.

In order to raise awareness about the importance of the Lower Kafue Basin
Health Report Card, key drivers of change, challenges and opportunities on
management in Zambia particularly in the Kafue Basin and document the stories
of change and gaps, WWF Zambia is seeking for a communication consultant to
assist the project by developing media material. Specific communication
deliverables are listed in the sections below.

2\. Objective of the consultancy

The overall objective of this consultancy is to produce media material of
about 12 to 15 minutes video documentary with high-resolution graphics and
separate photographs that can be used in various communications platforms.
This will involve travelling to remote locations in the LowerKafue Basin, to
collect necessary footage and other materials.

3\. Methodology

Consultant selected for this assignment will perform the following indicative
tasks

> Develop the video concept and scenario to be discussed with WWF team;
> Present a work plan for the assigned work specifying travelling days;
> Travel to the Lower Kafue Basin (Kafue, Mazabuka, Monze, Namwala and Mumbwa district) to collect media material;
> Perform appropriate short interviews with the Projects’ major partners, beneficiaries and stakeholders;
> Work on the desired products for this consultancy, including high-resolution photographs and videos.

4\. Deliverables/Expected outputs

The consultant will produce a database with at least thirty (30) high-
resolution photographs and one (1) short video of 15 minutes maximum.

A one short video in HD

1. Video shooting and editing;
2. Narration, translation and subtitles in English where necessary;
3. Script development;
4. Full usage rights for music (or music for which copyright has been granted);
5. One fully-produced clip of approximately 15 minutes maximum in length in 1080p, 2k or 4k (HD) resolution aimed at sharing with national audience including government institutions, CSOs, local stakeholders, local communities as well as an international audience.

The video must highlight purpose and goal of water stewardship and Basin
Health Report Card jointly. This must include interviews with local offices
and people (Community Users associations or Village committee, government
offices at district level, private sector and the Traditional leadership teams
at chiefdom level).

The focus of the video documentary will be to document the following

1. Effect of deforestation and mining on biodiversity and sustainability of our natural resources and peoples’ livelihood, (This is dependent of the district. For example, Mumbwa is much known for deforestation due to high charcoal production. Monze is known for Mining right in the Lochnvar National park
2. importance of the Basin Health Report Card to all community groups including women and youth with respect to the river basin monitoring and management
3. showcase impacts of unsustainable anthropogenic activities and the threat they pose to the current and future generation
4. economic value of the Lower Kafue Basin for communities
5. Interview with technicians/Officers working on water and environmental management discussing possible ways of restoration of the Lower Kafue Basin with the Basin Health Report Card and water stewardship projects in mind.
6. Document commitment from stakeholders to show case roles they will play to contribute in restoring the Lower Kafue Basin having understood the Lower Kafue Basin status
7. Documenting suggested environmentally friendly economic activities the communities are already doing that would be earmarked for commercial support by well wishes e.g. private sector, NGOs, CSOs and government.

The video must highlight success stories, gaps and lessons learnt related to
the management of the Lower Kafue Basin with the development of the Lower
Kafue Basin Health Report Card and water stewardship work collectively.

> High resolution photographs

At least 30 high quality and high resolution, edited and captioned pictures
delivered on Flash. Photographs should include

Landscape

> Aerial view of tributaries of the Lower Kafue river with and without anthropogenic activities (including streams affected by gardening, encroachment etc);
> Landscape images of areas with healthy ecosystems and areas with destroyed ecosystem (both by human activity and natural causes) within the Lower Kafue Basin;

Cutting, reforestation and mining

> Images to demonstrate Lower Kafue Basin conservation status (deforestation and reforestation including natural and/or artificial reforestation) and mining. The photographs must show case areas that are highly degraded by deforestation, mining (sand mining, gypsum mining etc.) in comparisons to the pristine habitats if possible


Local communities

> Photos of members of local communities showing how they use the various ecosystem good and services (fishing, gardening, farming, harvesting forests products such as honey, fuels (Charcoal), construction materials for boats and houses, as well as medicine, );
> Water transport (large and small boats used for fishing); coupled with sustainable and unsustainable fishing methods used.


Wildlife

> If possible, terrestrial photos showing biodiversity around the plains and in protected areas such as GMAs and NPs
> Wildlife around Lower Kafue terrestrial ecosystem water birds, reptiles, fish, large mammals, etc



Impact field stories

Two written impact stories of individuals of local community interviewed
during fieldwork in the Lower Kafue including statements, which must be linked
to the script of the video and photos. The impact stories should be inclined
to economic activities the community member/s are already doing that can be
used to lure up the community members that are in the deep dive of
environmentally unfriendly economic activities such as poaching, charcoal
burning, sand mining and other vices.

Report

A detailed report on all photography and filming locations (GPS points),
including names and contact details of all individuals photographed or that
will appear on film. The report must include at least seven powerful
statements by community members and other stakeholders to be used in reports
and fact sheets.

5\. Timing and Location

This consultancy will entail up to 12 working days of fieldwork, including
travelling and part of editing that requires one to be in the field. The rest
of the days will be spent at WWF Zambia Country Office including the 5 days of
the consultant receiving feedback from the WWF Zambia upon completion of the
compilation of the video and photos. The location of the consultant will be at
WWF Zambia Country Office, Freshwater Unity where most of the reporting will
be done beginning upon the signature of contract with WWF-Zambia. WWF will
cover all travel and accommodation costs for the consultant whilst in the
field.

Timing first to 30 th March 2021

6\. Logistical Support

WWF will provide logistical support including accommodation. WWF in
partnership with WARMA and PAF can provide some local assistance arranging
meetings with Governmental representatives, CSOs and community members.

7\. Eligibility/Qualification of Consultants

The consultant(s) should have

> Exceptional photography skills;
> Outstanding videography skills;
> Excellent photo and video editing skills;
> Previous experience in producing international quality documentaries with links to previous work;
> Experience working in remote areas in the southern African region, experience working in Zambia is preferred;
> Proven ability to work in multicultural environment;
> Ability to adhere to deadlines and flexibility;
> Availability to travel immediately;
> Tonga language will be an advantage*> .

8\. Copyright and Intellectual Property Rights

In consideration of the fees paid, the Consultant expressly assigns to WWF-
Zambia any copyright arising from the works the consultant produces while
executing this contract.

The consultant may not use, reproduce or otherwise disseminate or authorize
others to use, reproduce or disseminate such works without prior consent from
the WWF-Zambia.

9\. Payment Schedule

Payments will be made in two instalments

30% after delivery of work plan, shooting schedule and scripts;

70% after delivery and approval of high-resolution photographs and one short
video/documentary, written affect stories and project report.

10\. Applications

All applicants must meet the minimum requirements described above. Only short
