freshwater conservation for decades and is a strong advocate for responsible
private sector engagement on water issues.
Governance and Advocacy Consultant
WWF Zambia is seeking to hire the services of a Governance and Advocacy
Consultant*> for the Kwando Postcode Lottery Fund Project for a period of 1
year. The expert will play a pivotal role in engagement with the Government of
Angola, regional partners and local stakeholders. The consultant will report
directly to the Govern relations and Strategic Partnerships Manager. He or she
will work work closely with the Transboundary Project Coordinator, Fresh water
Project manager. The role will have frequent, direct and diverse working
relationships and partnerships with external organizations at senior and very
senior levels. The consultant will represent WWF at national and international
fora where appropriate to advance the project agenda.
Specific Tasks and Responsibilities
1. To lead the development, implementation, monitor and evaluation the effectiveness of the Dream fund project lobby and advocacy strategic plan
2. To clarify and secure political support of objectives of WWF political players at the highest political levels, decision makers, CSO and private sector partners in its engagement on the environmental flows, ecosystem services, and sustainable infrastructure development in the Kwando Basin in view of the set Environmental and Social SafeGuards (ESSF).
3. To develop a clear horizon scan on the opportunities and risks the WWF Dream Fund project will face in securing its outcomes and advise appropriate
4. To lead WWF efforts to secure the development and implementation of a Kwando sustainable investments landscape vision and plan around which green investments will be promoted
5. To provide management constant insights into the political economic and social dynamics that will affect mitigate timely project risks via a power that’s updated
6. To develop and implement the political and stakeholder engagement strategy for the dream fund projects leading to written commitments to create pathways for success for each of the project outcomes .
7. To lead the development of clear communication of research outcomes in order to accelerate constructive dialogue with relevant authorities in the Water, Environment, Energy and Infrastructure Sectors that will lead to a plan and reports
8. To secure at least four or more specific influencers and champions support within public, private and other sectors that will help accelerate the advocacy and of lobby and advocacy outcomes.
9. To secure regional consensus on climate risks and green infrastructure in the Kwando Basin that will lead to a green infrastructure plan
10. Provide links to at least four or more key private sector that would tap into the DFCD program
Scope of Work
The consultant will work in close collaboration with WWF’s teams and other
consultants to generate clear lobby and advocacy objectives from the thematic
areas of the project namely; securing environmental flows in the Kwando,
creation of a shared narrative on sustainable infrastructure, nature based
solutions, free flowing river concepts and corporate water stewardship.
Key Deliverables
The consultant should be able to deliver the following deliverables by
December, 2021.
1. A complete lobby and advocacy strategic plan and budget for the Kwando Postcode Lottery by February, 2021.
2. A power map and a political engagement strategy
3. An opportunity and risk matrix for whole dream fund project
4. Secure high level political support for the dream fund project of head of state, provincial adminstration and at least 4 ministers ( water, energy, infrastructure and finance and the head of state by October 2021
5. A communications plan developed and implemented
6. At least 4 private sectors partners secured
7. At least 2 research and 2 key
8. At least 3 high level multis stakeholder dialogues purposes of lobby and advocacy dialogue between key stakeholders by December, 2021.
9. Monthly and quarterly reporting of projects
Qualifications and Experience
> Master’s degree in Public Administration, Water Governance or Diplomacy, Political Science, Development Studies, International Development/ Relations or related field .
> Demonstrated experience developing and implementing successful political and influencing influencing work on complex issues
> Strong understanding of Angola decision making processes
> Established relationships and strong networks with public private and Non state actions
> Minimum of 10 years’ experience working in a lobby and advocacy position in Angola.
> Demonstrated oral, writing and presentation skills in Portuguese and English language are a must.
> Experience with working with investment community, private sector government and multilateral financing agencies such as the World bank and African Development Bank.
> Excellent communication and facilitation skills and demonstrated ability to convene diverse stakeholders using participatory methods.
> Superior, demonstrated writing, reporting, and oral presentation skills.
> Experience with public donors
> Experience of working with local offices, consultants and external parties, where necessary, to achieve desired outcomes

The incumbent will report to the Freshwater Team Lead, in line with the
project Lead Consultant with support from the Conservation Manager and WWF
Transboundary Project Coordinator. He/she will also work in close partnership
with colleagues across the Kaza and WWF Network, especially the WWF
Netherlands and other relevant offices.
Line Management
The incumbent will report to the Freshwater Team Lead. As well as being an
integral part of WWF-Zambia Freshwater Team, the post-holder will be expected
to work closely with other colleagues in the WWF Zambia office, including the
(thematic) project leaders and those leading on interventions in the Kwando
and across programs. He/she will also work in close partnership with
colleagues across the WWF Network, especially the water stewardship and Africa
freshwater officers in WWF Netherlands and other relevant offices such as WWF
SA, US and UK and the Head of the Water Stewardship programme in WWF in
Zambia.
