1\. Background

Amref Health Africa remains the largest Africa based international non-
governmental organisation (NGO) running Programmes with over 60 years of
engagement with governments, communities and partners to increase sustainable
health access in Africa. With its headquarters in Nairobi, Kenya, the
organization has a strong regional presence and is currently implementing more
than 130 health programs in over 35 African countries. The organization has 10
implementing offices in Africa including Zambia. Amref also incorporates
programme development, fundraising, partnership, advocacy, monitoring and
evaluation, and communication offices in Europe and North America as well as
subsidiaries Amref Flying Doctors, Amref International University and Amref
Health Innovations. Our vision is lasting health change in Africa. Our mission
is to increase sustainable health access to communities in Africa through
solutions in human resources for health, health service delivery, and
investments in health.

Amref Health Africa in Zambia is part of the wider Amref Health Africa
network, and shares the overall aims and strategy of the global Amref
community. Amref Health Africa in Zambia started its operations in 2015 and
officially registered in 2016 Under the NGO Act. From inception, Amref Health
Africa in Zambia has implemented projects on Human Resources for Health,
maternal, newborn and child health, and advocacy for improved Sexual
Reproductive Health services and rights.

Amref is currently mid-way through of implementing its strategy from 2018,
which focuses on three pillars

1\. Pillar I Develop and sustain human resources for health (HRH) to catalyze
the attainment of Universal Health Coverage (UHC) in Amref Health Africa
target countries.

2\. Pillar II Develop and deliver sustainable health services and solutions
for improved access to and utilization of quality preventive, curative, and
restorative health services.

3\. Pillar III Contribute to increased investments in health to achieve UHC
by 2030.

Over the implementation period in 2019 and 2020, Amref established five
programme areas to technically better connect projects upwards to the
strategic pillars HRH reflecting Pillar 1; Reproductive Maternal Newborn
Child and Adolescent Health (RMNCAH), Disease Control Prevention and
Management (DCPM), and Water, Sanitation and Hygiene and Neglected Tropical
Diseases (WASH&NTDs) reflecting Pillar 2; and Health Financing reflecting
Pillar 3. In Zambia, operations have focused on Pillar I and II.

The strategy also prioritizes four cross-cutting themes of gender; research;
policy and advocacy; and innovation integrated to hold these three pillars
together. More recently the engagement of youth within interventions has
become a significant area of growth, especially during the Coronavirus Disease
2019 (COVID-19) pandemic. The strategy also features the five Bold Steps –
people, financial resources, visibility, quality and agility – which aim to
build and implement initiatives that strengthen institutional processes and
operations.

2\. Purpose

Against the above backdrop, the intention of the country strategy mid-term
review is to

> Evaluate Amref Zambia’s progress on its country specific objectives (using the country’s results framework as a basis), contribution towards the Amref’s corporate strategy, and progress on key crosscutting issues gender, advocacy and policy, research and innovation and youth; and growth targets.
> Evaluate Amref’s progress on its Bold Steps and the extent to which systems and/or processes for institutionalization have been set up to facilitate the Bold Steps.
> Evaluate the impact of COVID-19 on Programmes and operations, with best practices and learnings established along the way.
> And as a result
> Recommend actions to improve Amref Zambia’s chances of achieving its objectives by 2022 and new opportunities and risks to be considered in relation to programming and business development.
> Recommend steps to improve Amref Zambia’s contribution towards the corporate strategy (its alignment and contribution towards corporate indicators)
> Recommend any changes to objectives to reflect the changed circumstances Amref finds itself in three years after the Country Strategy was originally written.
> Recommend ways in which foreseeable future interventions and services need to be adjusted in COVID-19 environment or similar situations involving emergencies and protracted crises.

3\. Proposed Methods

The Amref Zambia country strategy is the primary basis upon which the mid-term
review is expected to be undertaken, alongside the results framework, the
global strategy and key indicators proposed thereof. In summary, these are the
internal documents to be reviewed

> The country Strategy and its framework.
> The corporate strategy and it framework.
> Program/project report from 2018-2020.
> Country COVID-19 response report.
> Terms of Reference for the country mid-term review.
> Other documents as recommended by the Senior Leadership Team, or at the request of the consultant.

The review will be primarily qualitative based (with any quantitative data
used in the country’s programs/projects reports and past major evaluations).
The consultant is expected to review proposed methods and further improve as
appropriate and relevant.

4\. Role and deliverables

The consultant will be overall responsible for

> Undertaking the desk/document review.
> Designing and/or refining the methodology of the review.
> Designing and testing tools that contain requirements related to the country strategy, results framework, and other sources.
> Attending an inception meeting to establish key requirements based on country office midterm reviews needs and corporate requirements; to discuss and understand perceptions of progress with various country teams; to understand and help formulate recommendations for the final report.
> Analysis against the country results framework and requirements, and produce a report.
> Presentation of report to Leadership and other staff.
> Documenting Learnings and Recommendations to improve implementation of the country strategy.

Key deliverables of the consultant;

> An evaluation framework outline with support from country MEL which includes methods, tools, data and an outline of the final report.
> Drafts of report.
> Final report with learnings and recommendations.
> Documents used for analysis.
> Final presentation.

5\. Amref Zambia Role

The technical leads for the mid-term review are the Head of country office,
head of Program planning, monitoring and reporting, and MEAL team based in
Zambia and headquarters in Nairobi.

Amref’s role, as represented by the technical leads are as follows, through
meetings with the consultant at regular agreed intervals

> Provide to the consultant the purpose and intention of the review, available documents, and guide the development or improvement of the evaluation framework.
> Support the review of tools and questionnaires as necessary, ensure country office mid-term review data is made available and support the identification of further respondents or sources as needed.
> Provide a template for the report; Review analysis and drafts as required and provide feedback.
> Convert the recommendations to an action plan to be undertaken for the remainder of the strategic period, for corporate and country office.

6\. Budget

The Consultant will be provided with the daily rate agreed through a
competitive bidding process.

7\. Timeline

The review is expected to commence by 1st March 2021, and complete no later
than 9th April 2021 (40 days’ weekend inclusive). It is important that
preliminary findings are made available by 31st March 2021. Please see

Note A more detailed plan with milestone dates will be developed in agreement
with the consultant. The number of days provided are the maximum available
within which the final plan will be agreed upon.

11\. Consultant Profile

The consultant will have;

> At least Ten (10) years international experience in programming, monitoring and/or development in the health sector, including evaluation of large scale projects; a technical background in health related areas is strongly preferred.
> Sound knowledge in monitoring and evaluation, research.
> Demonstrated experience in developing and evaluating organizational strategies for INGOs.
> Excellent analytical and report writing skills.
> Ability to present information concisely in an attractive manner.
> A good team player but also be able to work independently.

12\. How to apply

d. Budget for the activity including daily rate.

Applications must be submitted to procurement.zambia@amref.org on or before
22nd February 2021. Amref Health Africa will evaluate the proposals and award
the assignment based on technical and financial feasibility. Amref Health
Africa reserves the right to accept or reject any proposal received without
giving reasons and is not bound to accept the lowest or highest bidder. Data
collected shall remain the property of Amref Health Africa.
