Talent Acquisition Specialists

The Project Accountant oversees the proper processing of all program/Project
related financial transactions, as well as maintenance of records. Ensures
accurate recording and reporting of financial information, produces financial
statements, analyses financial information, and provides advice on financial
matters. Establishes and maintains effective accounting control systems and
maintains the assets register.

JOB DESCRIPTION

1\. Financial Transactions

Handle all financial and administrative functions related to the project.
Assist in the preparation and monitoring of program estimates/budget
Verify the correct application of contract and grant award procedures
Verify the existence of adequate and reliable supporting documents for
commitments, payments, and any recoveries
Prepare schedules for statutory obligations related to the project, Verify the
contractual and financial details of each invoice and payment
Assist in the preparation of payroll, updating lists of staff and their pay
Take inventory of materials and equipment and, where appropriate, Inventories
of stock financed by the project.
Prepare Payment Orders for review and approval by the supervisors
Liaise with the partners, the Grants & Compliance Officer and the finance unit
as and when necessary.
Liaise with Finance and Admin Officer to ensure effective procedures and
internal control.
Prepare forecast budgets on quarterly and semi-annual basis.
Identify logistical support required from the Country Office, for the EU
project

2\. Accounting

Ensure the timely disbursement of funds and filling of relevant documents in
FixIT.
Prepare documentation for audit purposes; produce audit working papers as
required
Produce timely bank reconciliations
Document explanations of significant budget variances on a periodic basis
Ensure strict adherence and compliance to financial control systems, policies
and procedur
Post financial data into the ledger and maintain custody of scanned payment
vouchers monthly.
Maintain up to date assets register including undertaking annual asset
inventory
Maintain a monitoring log in respect of financial information due from partner
organizations
Review and verify that partners maintain proper books of accounts, including
an up-to-date register of assets as well as proper filing and archiving of
financial documents
Support the coordination, planning, and execution of annual audit of partner
organizations

3\. Reporting

Prepare timely and accurate periodic financial reports.
Participate in periodic financial reviews as appropriate
Perform Administrative and other project related duties
Ensure timely compliance with all donors’ financial requirement
Ensure the annual financial reports are produced on time.
Track partner grants disbursement and expenditure and provide internal
reporting schedules
Monitor partner compliance, conducts field office site visits to ensure
consistency with grant terms and conditions, timelines, budgets, and
performance measures
Establish and maintain electronic and hard copy files for each grant-funded
project to be used for tracking and reporting purposes
Ensure monitoring log for the respective partner organization is updated in
respect to financial information
Review partner records and archiving system to ensure compliance with policy
guidelines

4\. Procurement and Logistics

Review partner procurement processes and ensure that purchases comply with
policy guidelines
Liaise with procurement unit to provide sound advice on procurement actions

Perform other related duties and functions as requested

CANDIDATE SPECIFICATION

Experience 5 years

Education Level Degree

Qualifications Bachelor’s Degree in accounting and an internationally
recognized professional accountancy qualification such as ACCA, CIMA or ZICA
is required
Software Intermediate to advanced computer literacy, including experience in
word processing, spreadsheets, and accounting software. Microsoft dynamics
accounting software or other accounting platform

Knowledge Of Accounting and Finance

Skills To Analytical, report writing, communication and organizational
skills; Good written and verbal communication skills and strong organizational
skills

Ability To Work well with others under deadline situations & respond to
changes in priorities. Work independently, take initiative, set priorities.
Strong service orientation

Other Requirements Must be active member of Institute ZICA
